Is CBD Legal in Slovenia? (2026 Guide)

Je CBD legalen v Sloveniji? (Vodič 2026) – SmokyHUB

This article is for information purposes only and is not legal advice. We monitor the regulations regularly — last updated: July 2026.

The short answer (for those in a hurry)

Yes — CBD is legal in Slovenia when it comes from industrial hemp with a THC content below 0.3% and is sold in line with the regulations. CBD is not psychoactive and is not classified as an illicit drug. The rules do differ by product type (flowers, drops, cosmetics) — so it’s worth knowing a few basics. 👇

CBD is not THC — and that is the key difference

Hemp contains dozens of cannabinoids. The two best known:

  • THC (tetrahydrocannabinol) — the psychoactive compound that causes a “high”. Because of it, high-THC cannabis is regulated as an illicit drug.
  • CBD (cannabidiol) — not psychoactive, does not intoxicate and does not create dependence. That is why the law treats it very differently.

The Court of Justice of the EU confirmed in the well-known KanaVape case (C-663/18) that CBD is not a narcotic and that member states may not prohibit the marketing of lawfully produced CBD from another EU country. This is the foundation the entire European CBD market stands on.

Where the line is: 0.3% THC

In the EU (and Slovenia), hemp with a THC content of up to 0.3% counts as industrial hemp — the limit was raised from 0.2% to 0.3% with the reform of the Common Agricultural Policy. Cultivation is allowed for registered growers using certified varieties from the EU catalogue.

What does that mean for you as a buyer? Simple: a product made from industrial hemp with THC below 0.3% is not a drug. At SmokyHUB we test every lot with a laboratory analysis — that’s why you will always find the lot number on the packaging, and we will send you the certificate of analysis (COA) on request.

What about hemp flowers?

Hemp flowers (the dried flowers of industrial hemp) are legally available on the Slovenian market when they meet the conditions: they come from certified industrial hemp, the THC content is below the legal limit, and the seller markets them in line with the regulations — in our case as an aromatic product not intended to treat any illness.

  • Flowers with less than 0.3% THC do not cause intoxication.
  • Serious sellers publish origin, lot numbers and analyses. If a seller doesn’t have these, that’s a red flag.
  • Sales are restricted to adults — which is why smokyhub.com asks you to verify your age before entering.

What can you legally buy in Slovenia?

ProductStatusWhat to check
Hemp flowers (CBD flower)Legal under conditionsTHC < 0.3%, certified varieties, verifiable lot and analysis
CBD cosmeticsLegalCompliance with the EU Cosmetics Regulation
CBD drops / food supplementsRegulated more strictlyCBD as a food ingredient falls under the EU “novel food” rules
High-THC cannabisProhibitedRemains regulated as an illicit drug

Can I carry flowers with me or travel with them?

Within Slovenia: a product bought from a lawful seller, with its packaging and receipt, is not a problem. When travelling across borders, be careful — the rules are not harmonised across EU countries. Our honest advice: take the product in its original packaging with the receipt, or better yet — order it directly to the address where you will be staying. 📦

How to recognise a trustworthy seller

  • Analyses (COA) for every lot, not “in general”
  • A clear declaration: composition, cannabinoid content, origin
  • No miracle promises — a serious seller does not promise to cure illnesses
  • Age verification at purchase
  • Reachable support — real people, real answers

At SmokyHUB we take all of the above seriously: our flowers come from our own cultivation in the Gorenjska region, every lot is analysed, and we sell exclusively to adults. Browse the shop →

Frequently asked questions (FAQ)

Is CBD legal in Slovenia?

Yes. CBD from industrial hemp with a THC content below 0.3% is not an illicit drug and is legally available when the products are marketed in line with the regulations.

Can CBD flowers get me high?

No. Industrial hemp flowers contain less than 0.3% THC, which is too little for a psychoactive effect.

Do I need a prescription to buy CBD products?

No. Products made from industrial hemp that comply with the regulations are freely available to adults.

Will CBD show up on a drug test?

Standard tests look for THC, not CBD. Quality products with THC below 0.3% normally do not trigger a positive test with typical use, but with very frequent use the risk cannot be fully excluded.

How old do I have to be to buy?

At SmokyHUB we sell exclusively to persons aged 18 or over.

Be happy, be smoky. 💛 — We update this article regularly. Last updated: July 2026.
